The Planning Commission is charged with Stormwater Planning under state law and the County adopted a stormwater management plan for the Beaverdam Branch of the Juniata River in 1998. This plan is available here:

Additionally, Bedford County took the lead on the Bobs Creek watershed, a part of which lies in the southwestern corner of Blair County. That plan is available here:

Work also started on the stormwater management plan for the Little Juniata River, but was halted after Phase I due to lack of funding and a change in focus at the Commonwealth to countywide storm water planning. The document for Phase I is available here:
